A major challenge of the future heterogeneous wireless network is the Radio Resource Management (RRM) strategy. The concept of Common RRM (CRRM) has been proposed to jointly manage radio resources among different Radio Access Technologies (RATs) in an optimized way. In order to evaluate the performance of different CRRM algorithms, a simulation model needs to be developed. This paper proposes a system level CRRM simulation model for integrated GSM/UMTS networks. In the proposed model, cell topology, user mobility, radio propagation loss, user traffic generation, and admission control are considered. The principles of system modeling and simulation presented in this paper can be used in future research on CRRM. ©2009 IEEE.
