pubs.rights-statement	This report investigates ways of providing ongoing connection to family, community and culture for Aboriginal and Torres Strait Islander children and young people in out of home care and presents recommendations for policy and service development. It examines cultural care in the context of the gross and increasing over-representation of Aboriginal and Torres Strait Islander children from their families. It aims to investigate how cultural care can be provided to Indigenous children who have contact with the child protection system and the relationship between cultural care and the Aboriginal and Torres Strait Islander child placement principles. The report contributes to the very limited literature with respect to cultural care for Aboriginal and Torres Strait Islander children in out of home care. It is one of the few empirical studies undertaken and the only study conducted with an Aboriginal research partner. It includes insights with respect to the relationship between support for birth parents and cultural care, the relationship between cultural care and community and Aboriginal organisation development, and the nexus between the placement principles and early intervention and support. It also identifies significant gaps in data and knowledge including with respect to the resources available for and outcomes experienced by different groups of Aboriginal and Torres Strait Islander children in out of home care. It identifies systemic inequality, discrimination and the ongoing impacts of colonisation as deep barriers to cultural care but also provides recommendations for immediate reforms which could impact on this crucial aspect of Aboriginal children’s safety. The report has been used to influence policy including reforms to cultural care planning in the children’s court and has been cited in extra -curial papers by Judge Johnston the President of the NSW Children’s Court.	en_US
