陕西农村小额信贷问题研究 = Microcredit programs in rural Shaanxi, China : sustainability, outreach and social impacts

小额信贷项目的服务宗旨是解除贫困、鼓励创业和解决就业。陕西作为全国的贫困大省,从1993年开始试点小额信贷,并在2006年之后开始大规模地开展各类型的农户小信贷项目。虽然中国和国际学术界有关小额信贷的研究很多,但基于陕西的研究并不多,对于不同所有制下小额信贷机构和项目的研究迄今还没有。本文以一年的田野调查和二年的跟踪访问所得的第一手的资料为基础,对非政府组织、国有(集体)制和私有制三类小额信贷提供机构的项目为研究对象,从其可持续性、覆盖面、社会影响和妇女赋权等四个方面进行对比分析,并提出了政策建议。研究结果显示,非政府组织的小额信贷项目可持续性不高,相对于国有机构小额信贷项目其覆盖面和社会绩效较小,但是大大高过私有机构;国有(集体)制金融机构的小额信贷项目可持续性尚低,但是覆盖面大、社会绩效明显;私有制小额信贷机构(如小额贷款公司)的财务的可持续性强,但并不发放传统意义上的扶贫小额信用贷款。 The purpose of microcredit is supposed to alleviate poverty, stimulate new business and generate employment opportunities. Shaanxi, as a province with large population of poor, has started to trial microcredit programs since 1993 and extensively carried out different types of microcredit schemes since 2006. The research on microcredit is now prosperous, however, that of Shaanxi Province is as limited as it is rare, and the study on the programs of different ownerships is even harder to find. Based on the data collected from one-year field work and two-year return visits, the thesis studies the sustainability, outreach, social impact and women’s empowerment of the microcredit programs of the non-government microcredit organization, state-owned financial institution and private microcredit provider in Shaanxi Province, finds out the problems and gives suggestions regarding the sound development of microcredit programs in the Province. The study concludes that non-government microcredit programs maintain relatively low sustainability, and their outreach and social impact is lower than the state-owned programs but much higher that the private ones; the state-owned programs are the lowest in term of sustainability, but the highest in outreach and social impacts; the private microcredit programs are among the highest in the sustainability but the lowest in outreach and social impacts and that this kind of loan providers do not provide the real microcredit or target the poor.
