区域经济合作与云南省对外开放战略研究 = A study on regional economic cooperation and Yunnan provincial strategy for opening to the outside world

本文综合运用政治经济学、经济地理学、博弈论等,研究中国—东盟自由贸易区经济一体化建设,对其贸易效应、直接投资效应、增长效应、收入分配效应以及产业聚集效应等新现象进行了系统分析。文章根据中国云南省特殊的地理位置,着重分析大湄公河次区域经济合作的基础、合作的机制,云南省参与大湄公河次区域经济合作的动因、动力基础,特别是云南省的战略利益观以及将内地落后省份的劣势转化为后发优势与空间区位优势的对外开放战略。论文对中国云南省对外开放的区位竞争优势实现的途径进行了研究,详尽的阐述了区位比较优势转化的基础、条件、架构等重要环节,进一步明确了政府在中国云南省区位竞争优势实现中的重要作用。 文章还结合当前国际、区际繁杂多变的形势,特别是2008年由美国次贷危机引发的全球财政危机,以及美国重返亚太战略的现实影响,把中国云南省对外开放战略放在中国对外开放的总体战略中进行考察,把中国云南省参与大湄公河次区域经济走廊合作提到对外开放战略高度进行考察,把中国云南省对外开放中的经济、政治、文化、等重要作用纳入到桥头堡战略进行考察,突出了中国云南省在国家对外开放战略中的重要地位。 Applying relevant theories in political economy, economic geography and game theory, this thesis is a systematic examination of the integration process of the China-ASEAN Free Trade Zone, including its effects on trade, investment, growth, industrial clusters and wealth distribution. The thesis provides an in-depth analysis on the foundation and mechanisms of the Greater Mekong sub-region economic cooperation, as well as the driving forces for China’s Yunnan Province to take part in this cooperation based on its geographical advantage. The thesis further explores how the strategic interests of cooperation is perceived by Yunnan Province and how Yunnan Province has formulated its strategies of opening to the outside world to transform its disadvantages as an under developed inland province into its geographical advantage and late-comer advantage. The thesis also highlights the significance of Yunnan Province in China’s overall strategy of opening to the outside world. It provides an observation of Yunnan in the wider international and regional environment, especially the impact of the global financial crisis since 2008 and the American strategy of returning to Asia; it takes Yunnan Province’s opening to the outside world and its participation in the Greater Mekong sub-region economic cooperation as an important part of China’s overall strategy in dealing with the outside world; it explores the strategic position of Yunnan Province as a “two-way bridgehead” on the international thoroughfare between China and Southeast Asian countries.
