This paper outlines the outcomes of interviews with various councillors and senior staff to gauge their experiences, opinions and perspectives on the governance framework set out in the Victorian Local Government Act 1989. Also available is a supplementary legislative and literature review of the frameworks for local representative governance as set out in the state legislation and relevant guidelines issued by local government associations and state agencies.
