In Chapter 1, we defined what we mean by the term social value. We also discussed examples of what it looks like in practice. We noted that the concept of social value is context dependent, has different potential in different projects, that it may change over time, affect some groups more than others and be seen by different groups in significantly different ways. In this chapter we discuss how all of these issues need to be accounted for in any assessment of social value/impact. We outline the ongoing debate surrounding the contentious issue of how social impact is measured and describe a structured methodology and set of principles for doing so in the context of the built environment.
