In this work, we present a general approach to design reflecting phase-gradient metasurfaces (PGMs) for radar cross-section (RCS) reduction using generalized Snell’s laws. Eight different supercells with the same phase gradient in different directions are arranged to create two reflecting PGMs. The monostatic RCS of the two PGMs is lower than that of a same-sized bare metal. The reflecting PGMs are capable of diffuse scattering and hence achieve a decent wideband RCS reduction.
