This paper proposes novel metrics to assess electricity network export service quality for distributed energy resources (DER) customers. With high penetrations of photovoltaic (PV) in particular, customers may experience variable access to export services, due to network limitations. There is a need for easy-to-understand information about the quality of export service that existing and prospective DER customers can expect to receive, for operational, regulatory, and customer communication purposes. An increased focus on the quality of export services within distribution networks leads to an appetite for metrics to track and improve performance over time. Nevertheless, far too little attention has been paid to developing performance metrics for export services. This paper proposes a methodology to develop export service quality metrics and presents a metric short-list. Core proposed metrics are tested using network business data. The results show the main features of the proposed metrics and demonstrate the importance of advancing the understanding of export quality service metrics.
