Biodiversity financing and natural capital are in early stages of development in Australia following passage of the Nature Repair Act 2023. Driven by the Kunming-Montreal Global Biodiversity Framework (GBF) that recognises the importance of leveraging private finance to close the biodiversity finance gap, nations are focused on developing mechanisms to integrate nature into finance to achieve the shift to nature-positive. This report reviews and analyses the existing institutional and legal frameworks in the Australian Capital Territory (ACT) relevant to this goal and after a comprehensive review of the global biodiversity financing landscape, and examination of the challenges and opportunities of financing biodiversity in the ACT, provides recommendations in the form of potential models of biodiversity financing, taking into account the unique circumstances of the ACT, that work toward achieving 30 by 30 targets.
