This research, the first of its type in Australia, investigates how organisations implement new or amended regulations and what influences their approach. Of particular interest is what influences organisations to do more than the minimum to comply. This is an important question because doing more than the minimum may be necessary to achieve the intent of the regulations, especially with the trend to more principles based regulation using risk based assessments. The 2009 report focuses on results for two types of regulations in Australia: the core Financial and Insurance Services Industry regulations (FIS) and the cross industry Occupational Health & Safety regulations (OHS).The results showed that there were significant similarities between the FIS and OHS. Implementation of regulations was considered from the perspective of people internal and external to organisations. There was significant agreement between these two views.
