This paper builds a dynamic economic dispatch model with a non-smooth cost function and ramp rate constraints. A new hybrid real-coded genetic algorithm with quasi-simplex techniques was proposed to solve the builded model. Furthermore, a novel way to generate initial population is suggested to speed up the search process. A dispatch case consisting of 13 units and 24 time intervals has been tested using the proposed model and the algorithm. The test results have convinced the validity of the model and effectiveness of the algorithm. © 2006 IEEE.
