pubs.rights-statement	Research background: This publication contributes to the field of sustainable regional economic development, and details research on local (sub-national) strategies for renewable energy and energy efficiency activities. The report also provides policy analysis and guidance for local and municipal governments for similar activities in OECD member countries. The publication resulted from a collaboration with OECD and European Commission as part of the OECD 2011 Green Growth Strategy. The Strategy promotes the effective and equitable transition to low carbon economy. Research contribution: this publication focuses on local and regional scale renewable energy activities and the institutional and socio-economic conditions that allow for the emergence of innovative energy systems. OECD work, and OECD publications focus on the knowledge translation and diffusion aspects of the knowledge system. Therefore the new knowledge generated from this work emerged through the analysis of several local scale renewable energy projects and identification of common institutional and local knowledge and skill capacities, and the wider dissemination of these findings. At the time of authoring this paper, much of the work on energy transition has focused on national level energy systems. This paper contributes to the linking of energy transitions with sustainable regional economic development, and demonstrates how supporting local level transitions offers development pathways for regions that are undergoing industrial restructuring. Research significance: The research report was selected to be published as part of the OECD Green Growth papers series, and was the first paper in the series to cover local and regional green growth strategies (as opposed to national strategies). \	en_US
