Taekwondo, a globally practiced martial art, evolved into a sport practiced in over 210 countries and contested at elite levels competitions including the Olympic Games. The growth in popularity and increasing demands has led to frequent changes to the sport’s rules and management necessitating continual development of and access to comprehensive educational programs for all stakeholders. This thesis resulted from a project supported by the Oceania Taekwondo Union, introduces a novel model for delivering Taekwondo competition education in the region. A detailed examination, incorporating literature reviews on e-learning, blended learning, and cultural aspects relevant to the sport in Oceania; as well as in-depth interviews with international referees and coaches, and observations from educational events, unveiled unique challenges including geographic dispersion, cultural diversity, and limited access to resources within the region, while identifying educational gaps and requirements of the region’s referees and coaches. An innovative, technology-driven approach is proposed enhancing accessibility and the delivery of Taekwondo education across Oceania. The model integrates online interactive modules, instructional videos, and offline workshops, tailored to meet the educational needs of referees and coaches, and addresses accreditation and revenue generation, leading to more consistent and effective officiating practices in the Oceania region.
