上海高校中外合作办学模式与运行机制的研究 = Study on principle and mechanism of Sino-Foreign collaborative hihger education institutions in Shanghai

This thesis contains 3rd party copyright material. ----- 全球化浪潮席卷世界，走国际化发展道路成为世界各国的共识。改革开放以来，中国坚持对外开放的方针，大胆学习世界各国先进的科学技术和管理经验。在高等教育国际化领域，中国是跨境教育大国，自20世纪90年代中期发展起来的中外合作办学是跨境教育在中国发展的主要形式。通过中外合作办学，中国高校引入新专业、构建办学新格局、引进国外先进理念和教育模式、引进国外先进教学内容和教学手段、学习和借鉴国外科学的教育管理经验，从而促进学科建设、培养双语师资、提高办学水平，缩小了与发达国家高等教育的差距。 本论文既将中外合作办学放在世界跨境教育的大背景下进行考察，又将其放在上海高等教育这个特定的领域中进行研究。论文以跨境教育是高等教育国际化重要途径为出发点，阐述跨境教育的原理、类型，分析跨境高等教育中增进相互了解、促进技术移民、获得经济利益和倡导能力建设等不同的驱动因素，并以比较的视野介绍了有代表性的跨境教育较为活跃的国家或地区：接受留学生最多的美国，学生跨境交流频繁的欧洲，输出教育资源最多的澳大利亚，引入世界一流大学办分校的新加坡，其各自不同的特点，对中国的跨境教育发展都有一定的借鉴意义。 论文的主体由介绍中外合作办学的现状入手，通过对上海市中外合作办学典型案例的调查研究，归纳中外合作办学的主要模式，包括其合作模式、管理模式、教育教学模式、财务模式等，通过对个别案例的详细分析，揭示不同合作办学机构或项目的运行机制。这些都为正确理解和健康发展中外合作办学提供了对策性的参考，为一个机构或项目的运行提供了如何选择办学模式和运行机制的参考。 In the era of globalization, making further development through internationalization has become a common understanding among countries. Since China carried out open policy, it has been introducing science, technology and management knowledge from the developed countries. With regard to internationalization of higher education, China is a major contributor to cross-border education and its most active form is Sino-foreign cooperative institution which started in the middle 1990’s. Through setting up the Sino-foreign cooperative educational programs or institutions, the Chinese higher education institutions has brought in new curricula, new ideas and education models, imported advanced teaching materials, methods and skills, and built up management skills from working with their overseas partners. All these have encouraged the construction of new academic disciplines and the training of bilingual teachers, improved the quality of education in an effort to catch with the developed countries. This dissertation is to study the Sino-foreign cooperative institutions by putting them in the context of global cross-border education with a focus on higher education in Shanghai. Cross-border education is a major area of internationalization in higher education. This dissertation examines the definition, rationale and types of cross-border education, and analyzes its driving forces such as mutual understanding, skilled migration, revenue generation and capacity building. A few countries or regions with the most active cross border education are studied as comparative cases: the United States which has taken in the largest number of international students, Europe which has most frequent cross-border exchange of students, Australia which exports the largest amount of education resources, and Singapore which introduces the world top universities to establish their branch campuses. They represent different models, the characteristics of which are beneficial to the advancement of Chinese cross-border education. The body of the dissertation starts from an introduction to the current status of Sino-foreign cooperative educational institutions in China. Major cooperative modes, including corporative modes, managing modes, educational and teaching modes, financing modes, are examined through exemplary cases in Shanghai. The research explores the operational mechanisms of different modes, aiming at providing a theoretical framework to improve the comprehension of Sino-foreign cooperative educational institutions, and to select proper cooperative education mode and operational mechanism for a cooperative program or institution, and advising the Government on policy making.
