pubs.rights-statement	Research Background: The report presents findings of a six-month study of UK Government-public communication including public consultation and engagement with stakeholders and citizens in the period preceding and following the EU Referendum (Brexit) in 2016. The study used ethnography (direct observation), interviews and content analysis of key documents such as plans and reports of research and consultation. Research Contribution: The study found major breakdowns in stakeholder and citizen engagement because of a lack of tools to analyse large unstructured bodies of data such as submissions to public consultations; listening to the 'usual suspects' and lack of outreach to marginalised groups; over-emphasis on quantitative research and a lack of qualitative research to gain deep insights; and a lack of synthesising and sharing of data among government departments and agencies. Research Significance: The research report was accepted by the UK Government Communication Service (GCS) and eight of its 12 recommendations for improved engagement and listening were adopted. The report was jointly published by The London School of Economics and Political Science (LSE) and the University of Technology Sydney (UTS) in print and online and distributed. LSE invited a public lecture by the author in London that gained 31,000 downloads. The study was described by Nick Couldry of LSE as "of major international significance".	en_US
