为了深入了解草根NGO对艾滋病防治所起的作用以及其生存状况,本文对广东省草根防艾NGO展开深入调查与分析。本文首先探讨了防艾NGO产生的社会背景以及广东省艾滋病预防的现状,通过爱之关怀的个案研究以及对全省草根NGO的全面调查,结合官方数据,分析中国防艾NGO的生存现状,面临的困难比及在艾滋病防治方面起到的作用,并深入分析NGO组织开展的活动,资金来源,人力资源等方面,对其有更全面的了解。结果显示,草根NGO主要开展教育,宣传和倡导方面的活动,部分还开展了医疗护理和关怀、行为干预等活动。从经费来源来看,广东省NGO的资金主要来源于境外,而政府对NGO的支持还比较小。虽然草根NGO在防治高危人群、工作方式上有优势,但同时也面临着资金短缺,人力资源,政府政策与民众的支持等问题。而在全省方面,草根NGO的无论是规模还是在开展活动方面都满足不了社会的需求,又由于自身机制的不健全,组织发展能力有限。最后,本文针对以上种种问题提出相关的建议,在政府方面创造有利于NGO发展的政策和制度环境,并加大政府的资金和技术支持,进一步规范全省防艾NGO的管理,促进其健康发展;另一方面,NGO自身应该主动拓展资金渠道,加强自身的建设,利用网络媒体和自愿者扩大影响力,进一步发挥其积极作用。 The thesis investigated and analyzed the involvement and the role of grass-roots NGOs in AIDS prevention in Guangdong Province, China. Taking grass-roots NGO “AIDSCARE” as a case study, the thesis examined the social and policy backgrounds of AIDS prevention and care in Guangdong Province in an attempt to achieve a profound understanding of the disadvantages and advantages that grass-roots NGOs face in an unfavourable social, political and economic context. The thesis particularly looked into AIDSCARE’s operational model, funding sources, recruitment and management of human resources, and relationships with the wider public and the government. The findings, drawn mainly on documentary data and on-line sources, indicate that grass-roots NGOs in AIDS prevention and care face shortage of funds and human resources, and lack the support of government policies and understanding of the general public. These limitations have greatly restricted the development of grass-roots NGOs. As a result, government-dominated AIDS preventative activities and policies have not been efficient, and the needs of AIDS communities are largely unmet, while the benefits and efficiency that grass-roots NGOs can contribute to AIDS prevention and care have not been fully understood, supported and utilized. The thesis advises that grass-roots NGOs are an important force in AIDS prevention and care. A policy and regulatory environment should be created to facilitate the development these grass-roots NGOs.
