中国厚街会展业发展模式研究——政府、行业与企业的互动共赢 = A study on the development model of the exhibition industry at Houjie, China : mutually beneficial interactions between government, professional association and enterprises

本研究立足于中国东莞厚街独特的会展经济发展模式,具体探讨该模式得以产生的现实条件、主体要素的互动共赢以及对厚街及周边地区经济社会发展的影响。本研究对厚街会展经济发展模式产生的前提条件,如区位优势、产业基础以及服务水平、文化特色等软硬件环境进行了充分的分析;并重点研究厚街会展业发展过程中政府、行业组织与会展企业等不同主体的功能及相互间的互动共赢模式,分析了这种模式对厚街会展经济的催生和激发作用;具体探讨了厚街会展业发展对当地及周边地区的产业提升、城市转型以及文化嬗变的催化作用,并提出了厚街延续"中国会展名镇"优势,实现可持续发展的初步建议。 通过上述问题的探讨,本研究就厚街会展经济发展模式得出了一些主要的结论。第一,政府在会展业发展过程中,特别是"小镇办会展"情势下发挥着极其重要的主导作用,必须依靠政府出面调动、组织和整合各方资源,催生与促进会展经济的形成、发展与成熟;第二,当会展业发展达到一定程度与规模时,政府应及时调整职能,脱离市场微观主体的身份,从微观管理转变为宏观调控,从"前台操作"转变为"后台服务",主动承担起规划协调、保驾护航的角色。第三,在保证企业能动性的同时,要充分发挥行业组织在会展业发展中的组织协调作用,利用会展平台实现行业、参展企业的互动共赢。第四,互动共贏是一个动态过程,政府、行业、企业三个主体良性互动的最后结果一定是共赢,基础是会展经济的发展与繁荣,但就某一阶段看,不同主体的功能与力量会出现此消彼长,存在着零和博弈的现象,这需要不同主体有战略远见,有合作胸怀,最后实现共赢。 This thesis explores the Houjie Model in the development of the exhibition industry in China, with a focus on the mutually benefitial interactions between the government, professional association and enterprises. It identifies the social conditions for the development of the win-win pattern of exhibition industry at Houjie; evaluates the roles played by the local government, professional association and enterprises in the process of creating and developing the exhibition industry at Houjie; assesses the significance and impact of this emerging industry for the local economy and implications for small towns elsewhere in China; and makes some proposals for further improvement and sustainable development of Houjia as a model town of the exhibition industry in China. Based on thorough analysis, this thesis comes to the following conclusions: firstly, government plays a leading role in creating the exhibition industry in the context of a small town, as the government is indispensible in coordinating major resources needed for the industry; secondly, government should timely adjust its functions and withdraw from micro-operation of the market, shifting to macro-control, and service provision, when the industry has been firmly established and approaching maturity; thirdly, the initiatives of enterprises and the coordination role of the professional association should be brought into full play at the same time; and fourthly, the mutually benefitial interaction is the key to guarantee the win-win outcome among the government, professional association and enterprises, rendering coordinative efforts of each party to manage their competing interests at different stages.
